This Report to Congress discusses the latest scientific research and its disturbing indication of the potential for brain impairment in adolescents who use alcohol. The Report describes national goals and defines a set of targets for making progress in reducing underage drinking. It further explains how the various agencies of the Federal Government are cooperating in a comprehensive effort with the States and other interested parties to prevent and reduce underage drinking in America.
